Smart Citizens supports UAE MEP consultants and contractors with basis-of-design input, specifications, BOQs, points schedules, integration matrices, sequences of operation, schematics, submittals, value engineering, commissioning support, as-built documents, O&M manuals and handover training for smart-building scope.
What sector leaders are solving for
Vague smart-building scope
Specs often lack integration detail — leading to disputes at commissioning.
Vendor lock-in risk
Consultants need vendor-neutral references and open standards.
BOQ completeness
Missing points, panels or interfaces surface late.
Commissioning quality
Sequences of operation often untested until handover.
Client handover expectations
As-built, O&M and training packs must be audit-ready.
How Smart Citizens delivers for this industry

Who we work with on the buyer side
Measurable KPIs, not guarantees
KPIs are project-level measurements — actual results depend on baseline, scope, systems and operations.
Systems we typically integrate
Project-specific — subject to consultant and authority requirements
- Smart Citizens supports the appointed consultant of record; ultimate design responsibility remains with that consultant.
- All outputs are vendor-neutral by default and reviewed by a responsible engineer before issue.
- Cyber-security posture aligned with UAE Information Assurance guidance and TDRA best practice.
- Data-residency of dashboards and telemetry configurable to UAE-based hosting on request.
- Change management and role-based access control across BMS, IoT and AI copilots.
How we support developers, consultants and operators
A disciplined delivery approach
- 01Deliverables agreed clause-by-clause up front.
- 02Structured reviews at concept, tender and pre-handover.
- 03All outputs reviewed by a responsible engineer.
What operators can expect after go-live
- Optional retainer for post-handover queries.
- Sequence-of-operation updates as operations evolve.
- Training refreshers for handover teams.

MEP contractor smart-building automation — at a glance
Smart Citizens partners with UAE MEP contractors on design-build automation scopes — BACnet/Modbus engineering, BIM-coordinated controls drawings, Dubai Municipality and DEWA submittal support, and turnkey commissioning that keeps the main contractor schedule intact.
Why main MEPs trust us on the controls scope
Most main MEP contractors carry HVAC, electrical and plumbing in-house, but controls and BMS sit in a grey zone between subcontractors. Smart Citizens slots in as the controls and ELV specialist — we engineer to Dubai Municipality submission standards, coordinate in BIM (Revit MEP), and commission to the main MEP programme without slipping the handover date.
Our role on a typical Dubai tower
Design assistance from Concept to IFC, BIM 360 / ACC coordination with the main MEP and architect, equipment selection and procurement (KNX, BACnet, Modbus), Dubai Municipality and DEWA submittal support, on-site commissioning aligned with chiller water-on and TAB, and handover evidence pack ready for the consultant snag.
Benefits
Schedule-safe
We commission to the main MEP programme — no controls-driven handover slip.
BIM-native
Revit MEP families and ACC coordination — no rework at IFC stage.
Regulator-aware
Dubai Municipality, DEWA, DCD and Trakhees submittals handled in-house.
Use cases
G+24 commercial tower
BACnet-IP backbone, Schneider EBO front end, chiller plant optimisation, multi-tenant sub-metering.
Villa community handover
Standardised villa controls scope across 80–400 plots with identical commissioning protocol.
Hotel fit-out
GRMS, PMS bridge, lobby and F&B lighting scenes, commissioning aligned to soft-opening date.
Smart Citizens differentiators
Single point of accountability
Design, supply, install and commission under one contract — no finger-pointing between subcontractors.
BIM 360 / ACC ready
Our engineers work natively in the main MEP coordination model — no PDF markups.
Local commissioning depth
30+ UAE-based controls engineers, not a fly-in team.
FAQ
+ Do you work as a subcontractor to a main MEP, or only as a main contractor?
Both. We routinely subcontract to large UAE main MEPs on the controls and ELV scope, and we also act as main contractor on smart-home and luxury villa projects. The commercial structure depends on the project.
+ Can you submit to Dubai Municipality and DEWA on our behalf?
Yes. We hold the relevant DM, DEWA, DCD and Trakhees vendor registrations, and our engineering team prepares the controls and ELV submittals directly.
+ Do you work in BIM 360 / Autodesk Construction Cloud?
Yes. We coordinate in Revit MEP within the main contractor model, and we issue our controls families and shop drawings inside ACC, not as standalone PDFs.
